Services

DOLE-NCR e-Filing Service is a free, online process for the submission of applications and reports and other labor-related programs and services. This free service powered by Google Forms allows clients to register, fill out forms free of charge and submit applications and monitoring reports, request necessary permits, certifications and documents and perform a number of other interactions with DOLE-NCR in a secure online environment.

This e-Filing service is accessible to ALL clients that can provide a valid email address which is required for access for the submission of applications and reports. Additionally, some of the programs at e-filing service that requires uploading of accomplished forms and other required documents may require user to sign in to Google Account.

REQUESTS

  • e-SEnA is a free online service that facilitates requests for the conduct of conciliation-mediation under SEnA. Single Entry Approach (SEnA) is an administrative approach to provide a speedy, impartial, inexpensive, and accessible settlement procedure of all labor issues or conflicts to prevent them from ripening into full-blown disputes or actual labor cases.


  • MABILIS at LIBRENG paraan upang makakuha ng Certificate of Separation from Employment na isa sa mga requirement ng SSS para mabayaran ang iyong unemployment insurance o involuntary separation benefits.
    Para sa mga Overseas Filipino Worker (OFW) na nais mag-request ng nasabing Certificate, maaaring magpadala sa email address ng Department of Migrant Workers (DMW) sa sss_ecert@dmw.gov.ph at i-attach lamang ang mga dokumentong kailangan:

    1. One (1) valid ID
    2. Notice of Termination from the employer or duly notarized Affidavit of Termination of Employment
    Note: For Affidavit of Termination, it shall be supported by proof of the OFW’s arrival to the Philippines such as stamp of arrival by Bureau of Immigration in the OFW’s passport, or other similar documents.


  • Through the exercise of visitorial powers under Article 128 of the Labor Code, as amended, the Department is mandated to review labor standards cases coming from Regional Offices and Order of the POEA Administrator pertaining to recruitment violations. This DOLE Clearance Certificate of No Pending Case is issued to stakeholders for bidding purposes, renewal of license and withdrawal of escrow deposit.


  • The Safety Seal Certification is a voluntary certification scheme that affirms that an establishment is compliant with the minimum public health standards set by the government and uses or integrates its contact tracing with StaySafe.ph. The DOLE issues the Safety Seal for the manufacturing, construction sites, utilities (electric, water, gas, air conditioning supply, sewerage, waste management) information and communication companies (private publication, news, movie production, TV and radio companies), and warehouses.


  • Technical Safety Inspection (TSI) refers to inspection for the purpose of safety determination of boilers, pressure vessels, internal combustion engines, elevators, hoisting equipments, electrical wirings and other mechanical equipment installation.

    For establishments or firms applying for accreditation to legally transact business for and in behalf of employers and/or foreign national/s applying for AEP, or Certificate of Exemption/Exclusion.

    Registration of Employer's Authorized Representative

    For authorized representatives of a Philipines-based employer who wants to transact business in behalf of foreign national/s applying for AEP, or Certificate of Exemption/Exclusion.

    Application for Supplemental Authority to Transact

    Authority issued by concerned DOLE-RO to the Accredited Personnel by another DOLE-RO, to transact in behalf of the Philippines-based employer or foreign national/s applying for AEP, or Certificate of Exemption/Exclusion.


  • Company shall undergo a ONE (1) time registration process prior to filing of AEP application for verification and validation purposes. A corporate account shall be created for this purpose and a maximum of TWO (2) agent-representatives will be allowed to file applications in behalf of the company. Once registration is approved, you will receive a confirmation email with your Establishment Registration Number (ERN). Your ERN is required when filling out the AEP Online Filing Form.


  • Every employer as defined in Rule 1020 of OSH Standards shall register his business with the Regional Labor Office or authorized representative having jurisdiction thereof to form part of a databank of all covered establishments.


  • The authority issued by the DOLE Regional Office through its Field Office, which has jurisdiction over the Job Fair venue, allowing the Job Fair sponsor/organizer to conduct Job Fair.


  • The authority to conduct Job Fair granted to entities exempted form securing Job Fair Permit. This includes Job Fairs conducted by National Goverment Agencies, Public Employment Service Offices, and Higher Educational Institutions.


  • All persons or entities acting as contractors are mandated to register under D.O. 174 with the Regional Office of the Department of Labor and Employment (DOLE) where it principally operates.


  • The employer, parent or guardian shall first secure Working Child Permit (WCP) from the DOLE before engaging the services of any child below 15 years of age allowed under Republic Act No. 9231 (An Act Providing for the Elimination of the Worst Forms of Child Labor and Affording Stronger Protection for the Working Child, Amending for This Purpose Republic Act No. 7610, as Amended, Otherwise Known as the “Special Protection of Children from Child Abuse, Exploitation and Discrimination Act”).

REPORTS

  • 13th Month Pay Compliance Report Every covered employers are required to submit a Report on Compliance with PD 851 (13th Month Pay Law) not later than January 15 of the following year through reports.dole.gov.ph. The report on compliance should include the name of establishment, address, principal product or business, total employment, number of workers benefited, amount granted per employee, total amount of benefits granted; and name, position and telephone number of person providing the information.


  • Pursuant to OSH Standards and Department Order No. 198-18 Implementing Rules and Regulations (IRR) of Republic Act No. 11058 “An Act Strengthening Compliance with Occupational Safety and Health Standards and Providing Penalties for Violations Thereof”, employers, contractors or subcontractors, if any, shall submit to DOLE all safety and health reports and notifications such as but not limited the Annual Medical Report (AMR), OSH Committee Report, Employer’s Work Accident/Injury Report (WAIR), and Annual Work Accident/Injury Exposure Data Report (AEDR).


  • OSH Law or the Republic Act 11058 “An Act Strengthening Compliance with Occupational Safety and Health Standards and Providing Penalties for Violations Thereof”, requires companies to submit to the Regional Labor Office or duly authorized representative the Annual Exposure Data Report (AEDR) which provides the annual exposure data of a company and its injury summary that includes the frequency and severity rate of the injuries during the hours of exposure.


  • The employer shall submit a copy of the Company OSH Program to the DOLE Regional, Provincial, Fieldor Satellite Office having jurisdiction over the workplace. The employer shall ensure that the core elements of OSH program are integrated in the company OSH program such as management commitment and employee involvement, workplace risk assessment, hazard prevention and control, safety and health training and education, and OSH program evaluation. A duly signed company commitment to comply OSH requirements together with the company OSH program using the prescribed template shall be considered approved upon submission EXCEPT for Construction Safety and Health Program which shall need approval by DOLE prior to construction.


  • The DOLE RKS Form 5, Series of 2020, otherwise known as the Establishment Termination Report, shall be accomplished by establishments for:

    1. Flexible Work Arrangement / Alternative Work Scheme;
    2. Temporary Closure; Retrenchment / Reduction of Workforce; and
    3. Permanent Closure
    (Paragraph 1, DOLE LA 17-A-20)

  • OSH Law or the Republic Act 11058 “An Act Strengthening Compliance with Occupational Safety and Health Standards and Providing Penalties for Violations Thereof”, requires companies to submit to the Regional Labor Office or duly authorized representative the Work Accident/Illness Report (WAIR) which provides all work-related accidents and occupational illness.
